Yes, you are made to buy most of the skills.
In Prop. They handed you the skills they wanted you to have, and let you buy like 1-2 skills per area of the game.
In Factions they hand you very little skills, and offer a lot of new skills to buy in each area.
This is supposed to promote using your own builds eariler on. So not every lvl10 [class] in the town runs the same build becuase its all that was given to any lvl10 [class] by that point.
To counter this, Quests give ALOT of exp so its easier to lvl and get skill pts, and most quests come with a money reward also. If not mnoey, than a "credit" of some sort, that can be used in place of money to buy core needed things like kits and keys. Saving your money for more important things like skills.

You only spend 1K if you are moving level 20 char from Prophecies. Its cheaper if you are just starting out.

yes, but eventually all of your skills will cost 1k, regardless of if you're starting out or if its a prophecies char

Can't you just bring your chars to Tyria, and do those skill quests? Free skills, it looks to me.

No. Well yes. And no.
You can do the skill quests that are placed after Lion's Arch.
Ascalon quests don't work, and I'm presume shiverpeaks won't work either. None of the quest NPCs talked to my Canthan char, and I was unable to do the missions there (Ascalon).
No skills for Assassins or Ritualists this way tho, only Core classes (and Core secondaries) get skills. E/Rt would get only the E skills and nothing else, while Canthan Mo/Me would get both Monk and Mesmer skills.
